About Atradius Dutch State Business
Atradius Dutch State Business (Atradius DSB) is the public export credit insurer of the Netherlands. Atradius DSB manages the EKV facility on behalf of, and for the account and risk of, the Dutch State. Through this facility, the government offers exporters of capital goods, international contracting companies, banks and investors a wide range of insurance and guarantee products against risks when doing business abroad.
Supporting innovative Dutch Businesses
On behalf of the State, Atradius DSB implements an ambitious agenda to foster innovation for the transition to a climate-neutral economy, strengthen strategic autonomy and enhance the competitiveness of Dutch industry. This agenda is developed jointly with the Ministries of Finance and Foreign Affairs (the State). It includes supporting Dutch companies in developing technologies and activities related to the energy transition and to climate change adaptation. Coverage for transactions linked to existing fossil energy infrastructure remains very limited. In this way, the EKV contributes to global climate goals while safeguarding knowledge, jobs, and Dutch competitiveness. For more information, see the climate briefing and the sector policy.
Green instruments
To make the EKV more attractive for environmentally friendly (or green) export transactions and investments, a number of measures and instruments have been introduced:
- Green risk fund: Relaxed acceptance criteria for smaller, more innovative, and higher-risk green transactions (<EUR 7M);
- Green Cover: Broader definition of export for green transactions. The Green Cover is for Dutch companies that want to invest in new green technologies or in production capacity for green capital goods or projects, both in the Netherlands and abroad. It aims to support companies that are at the forefront of the energy transition and are internationally active or aspire to be;
- Green Project Finance: Higher loan coverage for green project finance transactions compared to other deals;
- Financial Portfolio: Guarantees for investors in green funds.
Access to these instruments requires classification as a green economic activity.
These measures have been introduced in addition to the more favorable financing conditions for climate-friendly projects available under the Climate Change Sector Understanding (CCSU) of the Arrangement on Officially Supported Export Credits.
The green label
To identify which economic activities qualify for green instruments, Atradius DSB developed the Green Label classification methodology. This is also used to annually monitor and report progress on our support for Dutch businesses that develop environmentally friendly activities. Atradius DSB applies the Green Label to all products under the ECA, investment insurance, DGGF and DTIF for which Atradius DSB is the executor.
The revised green list
Atradius DSB first introduced a green classification method in 2020, which was revised in 2025. The main change is that the updated methodology is based on the CCSU. Where the CCSU is insufficient, the EU Taxonomy and subsequently the Common Principles for Climate Mitigation Finance Tracking (MDB CP) are used.
